My guess is Chinese. ZTV-1 is definitely Chinese, ZTV-1 (Zhejiang Satellite TV ZJSTV) is a satellite channel operated by ZTV (CZTV), headquartered in Hangzhou, Zhejiang province. It provides live streaming video and on-demand videos via the Internet. It was another ZTV channel (ZTV-6) showing that video clip.
