The health/ agriculture inspections stop is for protection of the whole state of California citrus industry from a very real threat of imported disease wiping out millions of acres of food crops. It is located on a major highway leading in from Nevada. He was not stopped and unwarrantably searched. A border crossing, port of entry, truck weight and safety inspection and going through customs is not a 4’th amendment violation or an unconstitutional act.
He even said on his video “I am not bringing an invasive fruit into California”, indicating to me that he is aware of the threat he may be to the food we eat. Instead of a 7:19 rant video and making a 4’th amendment case, just saying “no I don’t” to the inspector would end it. No search, no detention. He could then move on with his world to more important issues then oranges and lemons. And if he was bringing prohibited items into the state, unaware of the threat, he would have been educated about such things. No arrest or detention. I have been through the same agriculture check on I-15 near Barstow and the whole affair took 5 seconds.
