At a New York summit of mayors from around the world, Ms Moore said local businesses backed the idea of a congestion charge like those in London, Singapore and Stockholm.
But she added: “All those cities have excellent public transport in the city.
“We don’t in Sydney and we have to address that first.”
Drivers in those cities are charged a fee each time they drive into town in a bid to encourage people to use public transport.
