The reduction on freeways was from 65 mph average to 57 mph in 1974. It was a substantial reduction. Presumably, you should have seen the greatest reduction in fuel consumption rate in large trucks, but it stayed steady at 5.5 mpg from the early 60s until the 1980s.
This is not going to go over well if it happens. I rate the chances at around 50 percent, though I don’t think it will pass the US senate. Manchin and Synema would likely oppose reducing speed limit.
The 55 mph speed limit had zero effect on fleet fuel consumption. Gas consumption varied between 11.9 and 12.1 mpg from 1970-1976. https://www.eia.gov/totalenergy/data/annual/showtext.php?t=ptb0208
This was despite an 8 mph reduction in overall driving speeds.
It did NOT save any gas overall.
