The 2008 Consumer Product Safety Improvement Act (CPSIA) law was enacted after all the toys made in China with lead paint were recalled. This law mandates that no one can sell a children's product unless it's first been tested for lead content.
It applies to the used market too. So no more Weebles for sale at the neighbor's garage sale.
Caught in the crossfire are the small toymakers, the ones building unique and one-of-a-kind toys. With the cost to certify a toy as being lead-free upwards of $4000, it doesn't make sense to sell just one of something. So it's driving the hobbyist toy-makers out of business.
