One reform I'd make were I Decider: No person who wishes to serve in government as a regulator may ever work in the industry he seeks to regulate; moreover, he would be ineligible to serve as a regulator if he had ever previously worked in that industry in any senior/managerial capacity.
Also, corporate "personhood" would be abolished.
