He could have taken a measured, reasonable course. Pursue the terrorists just as the Brits pursued the IRA and the Italian government dealt with the Red Brigades: as a police matter. Launching two open-ended wars - one against a country that had nothing to do with it (Iraq) and the other against a country of bedouins (Afghanistan) was insane. Unless the object was to pour the coal to the "defense" industry.
