If you read farther down, you'll find an article about constables in Texas issuing speeding tickets.

What the article doesn't say is that a constable's ticket costs about 3 times what a normal one costs, and the constable gets to get the extra 2/3. Why? Because constables are contractors, paying for their own cars, guns, uniforms, etc.
