Anyone see the problem with this?
Well, unless Gina has a helicopter, she'll never see it.
From a highway engineering standpoint, the intersection is not complete.
Also, the ramp with the lettering for Gina looks to presumably be the way for west-bound traffic to merge with the south-bound lanes. The problem is that it's on the wrong side of the ramp that permits south-bound traffic to go east. Somewhere off the right of the photo is hopefully a way for the two lanes to cross each other.

Fortunately, as you say, it's not in use.
But in the rain, paint like that is as slick as ice.
I think that depends on the type of paint, but generally, you're right. Especially the type that has the reflective glass beads in it.
